Job description: The Enforcement and Compliance Team is part of our Development Management Service and we are currently seeking an experienced and enthusiastic Planning Enforcement Team Leader to join our team. We believe sustainable development can only be delivered alongside a robust planning compliance regime in order to retain and enhance our built and natural environment, and this post is crucial to achieving this.

Main duties and requirements:

  • To be responsible for managing and leading a team of Planning Compliance Officers who are tasked with investigating and resolving alleged breaches of planning control through negotiation and/or the service of planning enforcement notices. You will allocate / co-ordinate their work, monitor the progress of applications and investigations in the Compliance Team and, together with other Senior Officers, authorise Enforcement (and related) Notices and tree works applications under delegated authority.
  • To oversee and manage the investigation of complaints, the reporting of those issues to senior officers and elected members, and the furtherance of enforcement and other action.
  • To deal with complex appeals, prosecutions and injunctions as required.
  • You will also have direct line management responsibilities, delegated decision-making powers and be involved in identifying and implementing service and technological improvements. You will provide professional guidance and direction to your team, particularly in terms of approach and recommendation, and to advise on specific problems and issues.
  • You will have extensive planning knowledge, experience of taking robust formal enforcement action, including drafting and serving notices, being a prosecution witness and defending appeals.
  • You will be enthusiastic, motivated and have excellent interpersonal skills including the ability to communicate with a wide variety of customers of the service, as well as being politically astute.
  • To promote and support the development of effective team working, ensuring that staff are motivated, appraised and that their training needs are met.
  • To assist the Planning Service Manager in managing the Development Management team, including developing and monitoring the work programme and reviewing performance.
  • To assist and deputise for the Planning Service Manager as required at meetings, Committees, inter-departmental/other working groups/forums and externally with customers or stakeholders.
  • To work effectively within and beyond the Service demonstrating the highest standards of customer care whilst developing effective working relationships and partnerships to enhance and maintain the standards expected of the Council’s Planning Service.
