Norfolk County Council has secured an in-principal County Devolution Deal with Government which includes devolution of the Adult Education Budget (AEB) from the academic year 2025/26.

In design and development capacity, this exciting new post will be responsible for supporting the successful implementation of the devolution of the Adult Education Budget for Norfolk, enabling NCC to meet the readiness conditions as defined by Government for devolution of the budget in August 2025.

The Project Officer covers a diverse range of activities to support the delivery of the project’s objectives. The role enables the smooth running of the project by supporting the project lead, ensuring all aspects of the project are defined, providing clarity on key milestones to show what, when and how activities will be organised and how the outcomes of a project can be achieved.

They lead on several aspects of project planning, which will include the development, updating and monitoring of plans and schedules, ensuring appropriate resources are identified to deliver the project. They identify tasks, activities, interdependencies and outputs for the project and work with the project team to track and monitor progress against the plan throughout the life of AEB implementation.

The post will be located within Growth & Investment (G & I), a key outward facing service within the Communities and Environmental Services (CES) Department of NCC. The service seeks to create the right conditions for economic growth, removing barriers by collaborative and partnership working with both internal and external stakeholders. Access to a suitably qualified workforce is a core element of economic growth, securing the devolution of the AEB through the Devolution County Deal will provide flexibilities to commission the skills and qualifications that Norfolk needs to meet its ambitions, supporting business and individual growth and prosperity.

The successful candidate will have:

  • Experience of working within a project-based environment delivering outputs and outcomes to a defined budget and timescale
  • The ability to communicate effectively with both internal and external stakeholders, using a variety of communication methods.
  • A service-oriented approach, seeking solutions demonstrating high sense of responsibility, sound judgement and rationale.
