Job title: Business Systems Support Team Leader

Job description: We are seeking a Business Systems Support Team Leader, to be responsible for all Information Systems management and support, and business systems projects at Hertsmere Borough Council. The role acts as Team Leader for the Business Systems and Projects (BSP) team, with line management responsibility for 2-3 Business Systems and Projects Officers. The Team Leader is part of the Information and Digital Services (IDS) management team, along with the IDS Manager, and the Infrastructure and Service Desk Team Leaders. The role is a mixture of hands-on system support, system and project management, team management, and strategic development.

You will provide second and third line support for a number of major departmental systems (e.g. Planning, Finance, Environmental Health, and Elections). You will be the main point of contact for your designated systems, responsible for planning and implementing upgrades, problem solving, and acting as the interface between suppliers and users. You will also have overall responsibility for all other business systems, with the day-to-day support being carried out by the Business Systems and Projects Officers. You will be responsible for managing external support contracts for business systems.

You must have experience of providing support for major departmental systems, including system selection, implementation, upgrades, backups, and troubleshooting.

You must have experience of database administration and support for relational databases (e.g. Oracle, SQL Server), and experience of extracting and processing data from those databases. You should have experience of formatting and manipulating data, in order to provide management information.

Experience of any of the following would be an advantage:

IDOX Uniform, Civica OPENRevenues, Geographic Information Systems, Oracle SQL queries, Microsoft SQL Server queries, Reporting (e.g. MS Access, Power BI), MS Power Automate and MS Forms.

You will need to be well organised, efficient and flexible. You must be able to communicate effectively with other professionals, elected members, and senior managers within the council.

The post-holder needs to be knowledgeable and skilled in finding solutions to technical problems within the resources available to them, and must be able to adapt existing procedures and produce new ones. The post-holder must juggle conflicting demands on their time on a continuous basis.

The role involves significant amounts of evening and weekend working.

The post is offered on a full time, permanent basis (36 hours per week).

The post offers ongoing access to learning resources, to build and to develop within the Information and Digital Services department in line with business needs and the technology used at Hertsmere.

The role will be based in the Civic Offices, Borehamwood, Monday to Friday and as part of a rota to cover support requirements. This role is subject to Hybrid working with up to 2 days per week working from home and 3 days in the office.

Hertsmere is located in southern Hertfordshire – we are 13 miles from Central London and within the M25. We adjoin Greater London with excellent road and rail links making London and the Home Counties easily accessible. The Council Offices are situated in Borehamwood within Zone 6 and with a direct rail link into London Kings Cross St. Pancras. The area is an internationally renowned centre for film and television production, home to BBC Elstree and Elstree Studios (a council owned asset).
