Job description

Our clients framework with Heathrow is the Major Programme Partner (MPP) role with Principal Contractor and Principal Designer responsibility for delivery of all works within the construction and handover phases of the T2 Baggage Programme (T2BP). The T2 Baggage Programme is a £700m+ complex baggage and infrastructure programme intended to extend and protect existing T1 baggage operation until the new T2A baggage system has been designed, constructed, tested and is operational.

Job Description/Purpose
You will be working as a Senior Agent in the Heathrow team, and you will be responsible for a section within Tranche 4 of the T2 Baggage Programme. The role will involve leading on all stages of the project lifecycle, taking our expertise to enhance the Heathrow teams project capability from early investigations through to delivery and handover. The role involves working closely with our client, embracing the ‘one team’ approach aligning ourselves with their values and behaviours. Tranche 4 contains the enabling works for the new baggage system (Tranche 5): New Baggage Recovery Facility (and Tug Charging, GSE and Arrivals Call Forward Parking relocation, T2A Basement preparation, leak surveys and remedials works, services diversions under new link bridge and demolition of buildings:

  • Demolition north – T1 Nose building, rotunda link bridge, pier 4 remnant and Pier 4A
  • Demolition South – Starlight Point dismantling and demolition of the T2 connector building.

You will ensure the options, scheme and production designs, for the work packages are delivered to schedule, meet the project requirements and comply with HAL’s baggage and engineering requirements, processes, procedures and arrangements; as well as statutory requirements such as building regulations. In addition, once the design phase is complete, you will be responsible for all project delivery aspects including procurement and delivery of the subcontracts. You will support the establishment and then the ongoing adherence to the quality management system, project controls framework, accountability for commercial and cost management, support of the Principal Contractor and Principal Designer process, procedures and arrangements.

Key Responsibilities

  • Lead the specific Tranche 4 section of work from initial site investigations stage to its end point working with the various disciplines, the supply chain and with Heathrow (our partner)
  • Ensure the project and contractual requirements are met while maintaining a strong relationship with our partner.
  • Developing and producing construction delivery plans and schedules.
  • Proactively manage the Schedule, Risks, Opportunities and Budget § Ensure integration between design, construction, and Airport 3rd parties.
  • Deliver internal and external reporting with responsibility for meeting the performance requirements of the project.
  • Leading by example in respect of Health, Safety and Wellbeing, promoting Costain’s collaborative and safe behavioural culture
  • Drive efficiency and continual productivity improvements, creating best practise for the team and adding value for our customer.
  • Understand and Champion the Heathrow one team ethos.
  • Champion Sustainability for all those involved

Desirable

  • A background in infrastructure projects
  • Management of MEPH/MEICA projects

  • Worked in Highly regulated environment.
  • Demolition Experience

Qualifications

  • Civil Degree qualified
  • Chartered Engineer
  • Project Management qualification APM or equivalent or working towards

Expected salary: £500 per day
