Job description: Jersey is a self-governing Crown Dependency with its own fiscal, administrative, and legal systems.
The Government of Jersey’s Fiscal Policy Panel (FPP) was formed in 2007 and has been on a statutory basis since 2014.
The FPP provides Jersey’s Minister for Treasury & Resources, and States members, with independent advice on:
- the strength of Jersey’s economy, the economic outlook, and the economic cycle in Jersey,
- the sustainability of the public finances in the medium and long-term including the net asset position,
- fiscal policy including the balance of tax and spend and the use of the Strategic Reserve Fund and the Stabilisation Fund.
Role & responsibilities:
The Government of Jersey seeks to recruit a new Chair for the panel. The Chair’s role is to lead the FPP, ensuring that the panel fulfils its statutory duties and responsibilities, maintaining its reputation for trusted, independent advice with the public, Ministers, States Members, and other stakeholders. The Chair will provide input to the development of legislation to expand the role of the FPP to include financial stability advice, further developing stakeholder relationships as required, and working with the secretariat to develop research and analyses. This is an exciting, high profile and influential role at a time when the remit of the FPP is developing and expanding.
Remuneration
Remuneration for the Chair is £50,000 p.a. plus reasonable expenses.
The individual
The Chair will bring:
- leadership and ambassadorial skills,
- proven success engaging with a wide range of stakeholders,
- experience chairing committees.
Candidates must be leading economists who can bring diverse and cumulative knowledge and experience from one or more of the following:
- developing and implementing economic policy, for example at a central bank or within government,
- senior economics positions in the private sector,
- identifying and monitoring macroeconomic risks to financial stability,
- leading relevant academic research and leading expert in field e.g., macroeconomic, and fiscal policy, productivity.
