Job description: ENGINEERING MANAGER
The purpose of this classification, under administrative direction from the General Manager, is to provide planning, design, construction, inspection, and administrative services for Gadsden Water utility construction and maintenance projects and manages third party project management and design service contracts as needed to successfully implement these projects; Designing and modifying the more complicated features of water supply facilities including water mains, treatment plants, pumping stations, tanks, communication facilities, and maintenance facilities. May also perform advanced, complex, and critical inspections and complete mapping requests, as needed. Working independently, with minimal oversight, the Engineering Manager is responsible for ensuring compliance with Gadsden Water regulations and codes related to repair of Gadsden Water infrastructure, including collection and distribution systems and related appurtenances, while also ensuring that safety measures are followed at job sites; performs other related duties as assigned and required.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Preparing/reviewing contract and construction documents, including drawing and specifications for water utility related projects.
- Reviewing contractor bids, shop drawings, and developer plans for compliance with policy standards.
- Preparing and reviewing cost estimates.
- Direct management of all contract and construction projects.
- Annual review of master plan for water plant, distribution system, collection system, and wastewater plants. This includes a projected summary of environmental and economic impact statement(s).
- Read and interpret construction plans, documents, and specifications, as needed and when instructed.
- Ensure compliance with Gadsden Water and regulatory standards, plans, ordinances, and specifications regarding construction methods, equipment, workmanship, and quantity and quality of materials used in the project.
- Prepare and maintain records, reports, and documentation required and/or requested by Gadsden Water Management.
- Confer with contractors’ field representatives regarding either work or materials that deviate from plans and specifications; ensure approved corrective measures are applied.
- Maintain records of field observations, permits, test reports, as-built plans and prepare reports.
- Provide tactical and professional customer service to residents, contractors, and representatives of private and public agencies.
- Input map changes and GPS locations into CMMS, as needed and as requested.
- Observe all safety precautions, as required.
- Keep up to date with industry standards and regulatory compliance.
- Perform other duties as assigned.
DISTINGUISHING FEATURES: The Engineering Manager is a position that exercises technical and functional expertise in the field of Civil and/or Environmental Engineering, specifically water and wastewater utilities. The Engineering Manager reports to the General Manager.
EDUCATION and EXPERIENCE: Work requires broad knowledge of Civil and Environmental Engineering. A minimum of a Bachelor’s degree in Civil or Environmental Engineering from an accredited university, with ten (10) years of engineering experience preferable.
The engineering experience should consist of the following:
- Minimum of five (5) years of professional responsibility (as a Professional Engineer (PE);
- Minimum of five (5) years of municipal water and wastewater experience.
Applicants must be registered in Alabama or have the ability to obtain registration by Comity.
- A Master’s degree in Civil or Environmental Engineering from an accredited university may be substituted for two (2) years of required general experience.
KNOWLEDGE and ABILITIES:
- Operation of wastewater collection and water distribution systems and construction, and related appurtenances.
- Time management and project management.
- Principles and practices of water and wastewater treatment facilities, including wastewater collection system and water distribution system construction and inspection.
- Use and maintenance of, vehicles, and tools utilized in inspection and location activities.
- Safety regulations, standards and procedures in wastewater collection system and water distribution system repair and installation.
- Basic English language, both spoken and written.
- Mathematics and calculations used in construction and wastewater industry.
- Use of Microsoft Office Suite software, including intermediate Access and Excel, SQL, and computer software used in wastewater industry.
- Use of Lucity CMMS.
- Mapping methods and procedures, instruments and equipment.
- Electronic record keeping and report writing practices.
Skills and Abilities
- Maintaining work records, analyzing data, and preparing reports and estimates.
- Reading and interpreting maps, construction drawings, and documents.
- Operating field computers, tablets, laptops, and other standard office equipment.
- Operating a motor vehicle safely.
- Communicating effectively and professionally in a construction environment, Board meetings, with customers, and managing conflict.
- Understanding and carrying out written and oral instructions.
- Reading and interpreting documents such as safety rules, construction plans, specifications, work orders, and procedure manuals.
- Performing mathematical calculations as applied to construction of treatment of wastewater and water.
- Proficient in Microsoft Office Suite.
- Competent in making map changes, if needed and requested, and familiar with the use of Computerized Maintenance Management Systems (CMMS), report production.
- Proficient in analysis and interpretation of data.
- Collaborative problem identification and solution development.
- Communication that maintains productive working relationships and facilitates a useful exchange of information.
- Must possess a valid Alabama Driver’s License, have a satisfactory driving record, and continue to meet Gadsden Water’s vehicle liability insurance company’s driving standards.
