Job description: Logistics OfficerProject Overview and Role:The Humanitarian and Stabilisation Operations Team (HSOT), contracted by Palladium International Ltd, provides the Foreign, Commonwealth & Development Office (FCDO) Humanitarian Response Group (HRG) and Country Offices with humanitarian operations services and the UK Government’s Office for Conflict, Stabilisation and Mediation (OCSM) with operations support.
This role is a fixed term employment contract and sits within the Procurement and Logistics (P&L) team within HSOT. The primary responsibility of the role is to contribute to the delivery of end-to-end supply chain services to support FCDO’s emergency response activity and OCSM staff deployments. The role works closely with other Logistics Officers to undertake a range of duties including procurement of goods and freight services during and in-between responses. The post holder can expect to deploy abroad into response settings to help manage and coordinate regional and in-country activities including receipt, storage, and handover of supplies to FCDO partners.Primary Duties and Responsibilities:Operational Logistics
- Organise freight services as required to manage the movement of supplies through to destination in coordination with freight forwarders, warehouse service providers and consignees in recipient countries.
- Administer movements thoroughly, including review of inspection reports and the preparation and review of FCDO /commercial freight documents.
- Facilitate the transfer of ownership of FCDO supplies, coordinating with country offices, regional desks, HRG and in-country bilateral and multilateral partners.
- Track supply chain activities using systems and tools developed by the team, to monitor the flow of supplies from source through to destination. Contribute to improvement and integration of these systems.
- Deploy abroad into response settings to help manage and coordinate regional and in-country activities including receipt, storage, and handover of supplies to FCDO partners.
- Keep accurate records and monitor the issuing of personal deployment equipment for staff and consultants deployed overseas. Work in conjunction with other teams (DRM) to achieve this.
- Contribute to the wider team’s maintenance of MDC, including periodic testing and maintenance of equipment as required.
- Contribute to the team’s efforts to identify potential suppliers and products, including their assessment in accordance with internal due diligence guidelines and FCDO’s supplier code of conduct.
- Procurement and sales of medicines, medical devices, warehousing, and transport services in strict accordance with the Rules and Guidance for Pharmaceutical Distributors 2022 and The Human Medicines Regulations 2012 including:
Passing annual training in the principles of GDP and SOPs relevant to your area of operation.
Full adherence to Palladium’s Quality Management System (QMS on Wholesale Distribution, particularly in relation to documentation control, deviations, change control, and risk management
Undertake due diligence and pre-qualification of suppliers and providers according to GDP and HSOT policies and guidelines.
Raising orders with relevant Technical Agreements.
Any other duties as required by Palladium’s Responsible Person (RP), or Quality Assurance roles related to GDP and agreed by line management.Project Coordination & Compliance
- Confidently use HSOT’s HERMIS financial & information management system and others as required, including stock data and budget management for project delivery & programmatic reporting. This includes identifying & recording Key Performance Indicators.
- Assist the Procurement Manager in maintaining the register of procurement procedural controls, including supplier approvals, sole source justifications, waivers and emergency approvals, and risk register.
- Effectively maintain and manage documentation and records enabling the production of routine or ad hoc supply chain information management products or performance reports as required.
- Promote quality standards and procedures, working work with P&L management team on routinely reviewing and testing existing procedures to ensure they meet current guidelines and plan adjustment to emerging policy.
- Responsible for end-to-end project coordination of assigned projects or workplans. This includes but is not limited to:
- Responsibility for project finance reporting, including budget design and monitoring using HSOT systems, forecasting and regular financial reporting for KPIs or client reports as required.
- Communication with all stakeholders within the project (internal and external)
- Thematic research into new or emerging humanitarian supply chain themes and FCDO priority areas in conjunction with other P&L colleagues for the development of innovative or improved approaches.
- Contribution to lessons and after-action review activities, internally with externally as required.
- Ad hoc programmatic activities as delegated by the Programme Manager including reporting or process development.
Required Qualifications:
- Strong research skills with an academic and analytical mindset.
- Ability to process and analyse significant volumes of data.
- Ability to translate complex technical concepts into easily digestible language for non-experts.
- Outstanding organisational skills in terms of planning, managing information, controlling timelines and meeting deadlines.
- Strong communication and interpersonal skills, and proven experience of building excellent working relationships, both internal and external.
- Proven ability to deal with a varied, demanding, often conflicting and rapidly changing workload.
- Proactive and professional work ethic.
- Preferable – experience of humanitarian logistics, freight forwarding, asset management and warehousing.
- Substantial demonstrable experience of working in procurement and/or supply chain.
- Experience of procurement and/or supply chain within a humanitarian setting is beneficial.
- Proven experience of driving improvement with a specific focus on quality management.
- Demonstrable attention to detail and accuracy
- Organisational skills: planning, managing information, controlling timelines and meeting deadlines.
- Strong communication and interpersonal skills, and proven experience of building strong working relationships.
- Proven ability to deal with a varied, demanding, often conflicting and rapidly changing workload.
