IT Business Services (ITBS) is an internal facing department, delivering a wide range of business enabling technology projects to Deloitte partners and staff across the UK. The ITBS portfolio consists of c. 60 active projects with a portfolio value of £29m. Resource & Demand management are key processes within ITBS and have a considerable effect on the productivity and efficiency of the department. They directly impact on our ability to schedule the portfolio, forecast resource costs and understand the impact of resource utilisation on the department’s P&L.
Reporting to the Head of Project Controls, the PMO Demand & Resource Manager is responsible for managing the demand and resource allocation for our IT projects, ensuring that resources are utilized effectively and efficiently to meet project timelines and objectives. The PMO Demand & Resource Manager is required to liaise effectively with senior personnel within the department as well as with the project management community. For example, key stakeholders for this role are:
- Director of Portfolio Management
- Director of Change Delivery
- Head of Project Controls
- Project and Programme Managers
- Function and team leads
- Business Relationship Managers
Key responsibilities include:
- Management and facilitation of the Demand Management process for ITBS, liaising with stakeholders to understand upcoming demand, and ensure that this is reflected in ServiceNow SPM
- Managing the demand pipeline and prioritising projects based on the prioritisation framework, business needs and resource availability
- Collaboration with project managers and stakeholders to understand project resource requirements
- Developing and maintaining a resource allocation plan to ensure that resources are allocated effectively across projects
- Monitoring resource utilisation and advising team leads to adjust allocations as needed to ensure optimal resource utilisation
- Working with team leads to identify and mitigate resource constraints and conflicts
- Developing and maintaining a resource capacity plan to ensure that the organisation has the necessary resources to meet business and IT project demands
- Oversight and maintenance of resource data in ServiceNow SPM including Rate Card administration
- Being an SME & Key UAT Tester for ServiceNow SPM enhancements for the UK
- Coordinating the annual portfolio planning process
- Associate Tracking – Liaising with Team Managers & HR to ensure Associate requirements are logged and being progressed
- Providing regular reports and SME insight to senior management on resource utilisation, demand pipeline, and capacity planning
- Continuously improving resource management processes and tools to increase efficiency and effectiveness

Essentials:
- Proven experience of working across Portfolios/Complex Programmes working in a Demand & Resource Management role
- Experience of using an enterprise project management tool such as ServiceNow
- Resource management experience in a matrix organisation
- Analytical mindset, ability to synthesise and visualise numerical data, with an excellent attention to detail
- Advanced level use of Microsoft tools (including Excel, PowerPoint, SharePoint, Teams, Power BI)
- Strong relationship management skills, with an ability to build good relationships with junior and senior staff
- Strong influencing skills, and experience working with and influencing senior stakeholders
- Excellent communication and presentation skills, both verbally and written
- Ability to take initiative, work independently as well as within a team
- Must be very well organised and be able to respond to changing priorities
- Ability to prioritise and schedule own workload to meet required deadlines
- Ability to work effectively in diverse teams within an inclusive team culture where people are recognised for their contribution
- Ability to demonstrate initiative and pro-activeness
Desirable:
- Experience using ServiceNow SPM and Azure DevOps for demand & resource management
- Experience of agile project management
- Experience working with team members in offshore and onshore locations
- Report building in Power BI and ServiceNow
