About the function…

System Operator is the operational heart of the railway and a function within Network Rail’s centre that supports the network’s five regions. Our purpose is to make the network operate as one seamless and high performing unit. We manage the invisible system that keeps passengers and freight flowing seamlessly, and the network performing at its best. We are not physical operators. We do not operate signalling or drive trains. We design the system and rules for those who do. At the heart of the business, we integrate and deliver the national timetable, and provide intuitive leadership on operations, capacity, network strategy, and customer relationships. We work as one team supporting the regions to operate the whole railway as a single, integrated system.

About the role (External)

What does the average day look like?

Operating at a whole railway system level you will lead the NPR Systems Integration Authority to enable successful integration of NPR network capability. Reporting to the strategy & planning director, you will coordinate the elements of infrastructure delivery along with Timetabling, Rolling Stock and people.

Lead the charge in integrating NPR across the industry, drawing insights from mega projects like Crossrail. Your leadership will shape an integrated capability for the NPR Portfolio, tailored to each phase of the lifecycle. Foster key relationships, unlocking business benefits for the rail sector. Drive performance and continuous improvement, managing a dynamic team and adhering to company procedures. Elevate the rail industry with your strategic vision and dedication.

Join us in shaping the NPR program’s success by directing the development of organizational capabilities, producing essential deliverables, and strategizing for seamless integration. What essential skills and experiences are required?

  • Respected Authority on the application of systems integration to complex infrastructure programmes.
  • Proven industry leader with extensive experience in the development and delivery of strategies and complex infrastructure programmes.
  • Excellent communication and presentation skills.
  • Experience in the design and implementation of systems engineering, systems integration frameworks of complex major projects in the infrastructure or rail sectors.
  • Significant experience of negotiating with internal and external stakeholders at senior level to achieve project or company objectives.
  • Strong knowledge of rail industry structure, regulation and commercial framework.
  • Extensive experience in the practical application of rail industry technical, safety and performance standards including GRIP, PACE, CSM.
  • Qualified to degree level or equivalent (level 6).
  • Postgraduate qualification (level 7) related to Systems Engineering.

Location: This role can be based Nationwide however you will be required to travel to the York or Manchester office 2 / 3 times a week.

Band & Salary: Band 1A, Salary £86,730 – £97,572

BPSS

As an arm’s length department of the UK Government, Network Rail is required to comply with a well-established pre-employment vetting process for all prospective employees.
